Residential Counselor
RESIDENTIAL COUNSELOR I - 40 hours or 8 hours per week positions. Person in this position will provide direct supervision of clients insuring safety of all residents, including transportation, modeling appropriate behavior, and compliance to program rules. REQ: HS/GED and at least 1 year experience working in a residential setting. Ability to pass background screening and current acceptable NC driver's license required. Program Administrator
Position Summary:
Supervise the development, interpretation and implementation of program standards and policies, provide input to higher level program administrators in problem solving activities and be involved in determining and recommending programmatic information required in order to automate client tracking/reporting systems. Work involves presenting delivery systems recommendations to supervisor, directing the implementation of approved operational plans, and resolving operational problems affecting policy interface with other program units. Promote the social welfare objectives associated with the assigned program(s) and insure that operations are consistent with the Division of Juvenile Justice Delinquency and Prevention (DJJDP) and Division of Social Services goals and objectives. Essential job functions include those listed below. Other duties may be assigned as needed.
Essential Job Functions:
• Responsible for the general management and administration of the residential child-care facility in accordance with policies established by the governing board and licensing requirements.
• Explain licensing standards, residential child-care standards and the residential child-care facility's services to the board, the facility's constituency, other human service agencies and the public
• Initiate and carry out the program of residential child-care as approved by the governing board;
• Report to the governing board on all phases of operation at least quarterly;
• Delegate authority and responsibility to staff qualified to ensure the maintenance of the residential child-care facility's operations;
• Establish and oversee fiscal practices, present the annual operating budget and quarterly reports to the governing board;
• Evaluate, at least annually, the training needs of the staff; plan and implement staff training and consultation to address identified needs;
• Employ and discharge staff and meet on a regular basis with administrative and management staff to review, discuss and formulate policies and procedures;
• Supervise staff who report directly to the program administrator/executive director;
• Conduct an annual individual written evaluation of each staff member who reports directly to the program administrator/executive director. This evaluation shall contain both a review of job responsibilities and goals for future job performance;
• Embrace and embody the mission, vision, guiding principles, clinical vision and goals of WestCare Foundation.
• Other relevant duties as assigned.
Supervisory/Managerial Functions:
• Planning - Work involves reviewing program objectives and service delivery needs with subordinate staff and formulating specific goals and objectives for assigned area. Provide consultation and supervision to subordinate management staff in the compilation of programmatic data required for the identification of long-range planning objectives and goals. Within these established objectives and goals, employees set priorities and deadlines addressing service delivery structure creeds.
• Organizing and Directing - Responsible for modifying work procedures to meet daily needs resulting from changes in available fiscal and manpower resources or prior Present recommendations to supervisor on issues which impact on programmatic goals, objectives or policies and contract and licensure compliance.
• Budgeting - Review the input of subordinate staff relating to their total area of responsibility as well as evaluate the budgetary needs of individual areas. Work requires the compilation of program data in the formulation and justification of an overall budgetary recommendation. May also be responsible for the drafting of grant proposals subject to supervisory review and approval.
• Training - Monitor the training needs of staff based upon their knowledge of program requirements and/or changes. Work also requires an assessment of training requests submitted by subordinate staff.
• Setting Work Standards - Prepare recommendations concerning the establishment of work standards for subordinates based on program goals, objectives, operational requirements and input from program managers. Changes in work standards are discussed with supervisor to ensure consistency with established policies.
• Reviewing Work - Monitor the work of subordinate staff through review of activities and program progress reports, formal conferences and informal discussions to assure compliance with operational standards and established policies. Work is generally reviewed after completion of assignments, however, unique problems require the review of work while in progress.
• Counseling and Disciplining - Resolve informal complaints, problems and grievances and have responsibility for ensuring that appropriate disciplinary procedures are followed. Responsible for recommending dismissals subject to review by Supervisor.
• Performing Other Personnel Functions - Interview applicants for positions supervised and make recommendations to the Supervisor concerning hiring decisions. Provide input on decisions concerning promotions and salary adjustments for individuals supervised.
Essential Qualifications:
• Per North Carolina state regulations, must be at least 21 years of age
• Considerable knowledge of social services program areas to which assigned. Skill in evaluating and analyzing social services programs. Skill in establishing and maintaining effective working relationships with staff from Federal, State and local agencies as well as clients, general public, and private service providers. Skill in the supervision of a staff of professional and support positions. Ability to understand the application of automation to the program area assigned. Ability to express oneself clearly in oral and written form.
• Valid drivers’ license and proof of insurance;
• Need to be readily accessible 24/7 in case of emergency;
• 5 years recent management or supervisory experience;
Education:
• Master’s Degree in Social Work or Public Administration and four years of experience in a human services field including two years in a supervisory or managerial capacity; or graduation from a four-year college or university and six years of experience in human services field including three years in a supervisory or managerial capacity; or an equivalent combination of education and experience.
• The college or university degree shall be from a college or university listed at the time of the degree in the Higher Education Directory.
Working Conditions:
• Tasks may be performed in a residential, office, or outdoor setting.
• Fast paced environment.
• Potential for high noise level at times.
• Some local and out of state travel.
• A minimum of 40 hours per week are expected but significantly more hours will be required from time to time. Completion of job duties may require working before and after normal working hours. Regular attendance is required. Being able to work as many hours as is necessary to complete job tasks is a required and essential duty of this position.

• Requires mobility and physical activity: Having an adequate range of body motion and mobility, to work in an office, residential, or outdoor environment including standing and walking (even and uneven surfaces), sitting for extended periods of time, bending, twisting, reaching, balancing, must be able to lift and carry 50+ pounds on occasion, 10+ pounds regularly. Use of computer and telephone systems is required which includes coordination of eye and hand, and fine manipulation by the hands (typing, writing, and working with files). Requires the ability to operate a motor vehicle. Requires the ability to defend oneself and clients in physically abusive situations through the use of approved physical de-escalation techniques.
• Requires talking: Expressing or exchanging ideas by means of the spoken word. Talking is required to impart oral information to employees, clients, patients, and the public, and in those activities in which the employee is required to convey detailed or important spoken instructions to others accurately, loudly, or quickly.
• Requires hearing: Hearing is required to receive and communicate detailed information through oral communication.
• Requires seeing: Clarity of vision at 20 inches or less as well as vision adequate for driving a motor vehicle. This factor is required to complete paperwork for many of the employee’s essential job functions, to observe client behavior and activities in and out of the facility, and when driving a motor vehicle.
• The normal work routine involves no exposure to human blood, body fluids or tissues. However, exposure or potential exposure may be required as a condition of employment. Appropriate personal protective equipment will be readily available to every employee.

• Requires the ability to collect and analyze complex numerical and written data and verbal information to reach logical conclusions.

Full-time AmeriCorps Members will provide 1700 hours of hands-on service over a 12-month period at a WestCare affiliate serving veterans and their families (onsite and in the community).
